POSITION: Programme Officer (1)

Under the supervision of the Commissioner for the Regional Office, the Programme Officer’s duties shall include the following:
1. Provide support to programmes team and senior administration to ensure that all NCD programmes are implemented effectively and efficiently;
2. Conceptualize projects and activities related to Civic Education and democratic good governance to deal with current and future challenges;
3. Provide evidence-based analysis on the principles of democratic good governance to guide the choice of civic activities/strategies and approaches to the Civic Education programme;
4. Develop concept notes and proposals for fundraising in response to democratic challenges and other civic issues;
5. Provide technical support to all programme staff before, during and after project implementation;
6. Write technical reports, annual work plan and document lessons learned and model of best practices;
7. Work with other partners of the Commission during the planning and implementation of annually reviewing the roles and responsibilities of promoting civic consciousness, nationalism and social cohesion;
8. Advise the Commissioner on necessary Civic Education issues to deal with;
9. Represent the Commission on other regional, district, chiefdom and other national platforms to promote Civic Education;
10. Participate at NCD staff meetings and attend other meetings and seminars;
11. Undertake any other task as deemed necessary by the NCD Management (Chairman, Commissioners & Managers) for the successful implementation of the NCD mandate.

• A Degree in the Social Sciences, Public Administration or a relevant area of study combined with at least three years of substantive experience in the area of work and demonstrated knowledge; 
• A Masters Degree in the above relevant areas would be an added advantage.
• At least three years working experience in any of these areas, as relevant to the area of need, project management/analysis/implementation/monitoring, public affairs, community development, research/statistical analysis;
• Demonstrated knowledge of governance and the public affairs environment in Sierra Leone;
• Experience and ease using Microsoft Office and the internet.
Additional Competences:
• Strong and analytical thinking and creativity;
• Ability to work both within a fast pace team and independently within deadline;
• Excellent writing and oral skills in English;
• Willingness to learn and adapt to new technologies;
• Ability to multi-task.
AGE: Applicant must be between 25 – 45 years
