NCD MEETS WITH THE TOP MANAGEMENT OF SIERRA LEONE POLICE

In a bid to support the Sierra Leone Police (SLP) in maintaining peace and stability in the country, the National Commission for Democracy (NCD) has presented a Concept Note that will promote Civic Conscious Policing to the Executive Management Board (EMB) of the Sierra Leone Police on Thursday, 9th September, 2016, at the Conference room of the Sierra Leone Police Headquarters at George Street in Freetown.

In his statement to the Executive Management Board of the Sierra Leone Police, the Chairman of NCD, Dr. Abubakar H. Kargbo, revealed that his Commission is responsible to create an enlightened, peaceful, democratic and just society in which citizens are empowered to enjoy their rights as citizens and discharge their responsibilities with the attitude desirable for national unity and development. Dr. Kargbo revealed that the content of the Concept Note his Commission presented to the Inspector General of the Sierra Leone Police is in line with the aim of the SLP that is geared towards raising standards noting that the concept note which will be translated into a Memorandum of Understanding (MOU) will create partnership with the SLP that is aimed at providing civic education training to trainees at the Police Academy and other officers as may be deemed necessary. He stressed that the quest for the partnership is based on his Commission’s flagship program that is aimed at bringing Civic Education into the curriculum of schools and colleges where youths will be taught their civic responsibilities to the State.

NCD RATED GOOD BY THE PERFORMANCE MANAGEMENT AND SERVICE DELIVERY DIRECTORATE

The National Commission for Democracy (NCD) has received a positive rating for its2015 performance from the Performance Management and Service Delivery (PMSD) Directorate in the Office of the Chief of Staff at State House. This rating was officially announced during the Performance Contract signing ceremony organized by the PMSD Directorate at the Sierra Leone Bank Complex on Thursday, August 4, 2016 in the presence of His Excellency the President, Dr. Ernest Bai Koroma, and other senior government functionaries.

Announcing the result for 2015 in preparation for the 2016 signing was the Director of the PMSD Directorate, Abdulrahman Sowa, who among other things noted that on the scale of very good, good, fair and poor, NCD was rated as good under the category of Commissions and Agencies with consideration given to the Performance Tracking Table, Managerial Indicator Matrix, Project Tracker, Analysis of Reports and Peer Review as factors responsible for the decision.

NCD WELCOMES THE NEW COMMISSIONER IN THE WESTERN REGION OFFICE

With effect from May 25, 2016, it has pleased His Excellency, Dr. Ernest Bai Koroma, to appoint Benjamin Macfoy as the new Commissioner of the Western Region office of the National Commission for Democracy (NCD) after the position was vacant with the expiration of the tenure of the former Commissioner, Georgette L. O. de Marke.

The new Commissioner is said to be versatile, quick-thinking, enthusiastic and result-oriented. He stands out as the youngest among the current batch of Commissioners in the Commission with many both within and without affirming that his appointment is in line with the avowed manifesto of His Excellency that his second term is dedicated to the young people of this Country.

NCD AND NEC SIGN MOU

Two leading governance institutions in the country, the National Commission for Democracy (NCD) and the National Electoral Commission (NEC) have on Friday, 20th May, 2016 signed a Memorandum of Understanding in the conference room of the National Electoral Commission at Towel Hill in Freetown.

Speaking at the ceremony, the Minister of Political and Public Affairs, Honorable Nannette Thomas, said that the signing of the Memorandum of Understanding was an important milestone in building democratic good governance in the country noting that the MOU would help NCD and NEC to effectively and collaboratively achieve their mandates as prescribed by the Acts that created them. She said the two institutions are creatures of Acts of Parliament and that the MOU recognizes the critical roles these commissions are playing before, during and after elections. The Minster described the signing as timely and strongly believed that it would help in enhancing credence in the forthcoming Presidential and Parliamentary Elections. As the Political and Public Affairs Minister, she promised to closely work with the two governance institutions in ensuring that they get the needed support to implement the content of the MOU.

NCD EMPOWERS WDC

Over fifty Ward Development Committee Members including ten community stakeholders in the country’s second capital city, Bo have applauded the National Commission for Democracy (NCD) for conducting what they described as a worthwhile training workshop on the theme “Promoting Democratic Good Governance at the Ward Committee Level” held in the Conference Room of the Bo District Council Hall on Wednesday, March 16, 2016.

Speaking to participants, the NCD Chairman, Dr. Abubakar H. Kargbo, revealed that his Commission is formed by an Act of Parliament charged with the responsibility of educating residents and institutions in the country about their civic rights and responsibilities vis-à-vis transparency, accountability, the dangers of corruption, capital flight and above all to strengthen civil society with the aim of enhancing responsible citizenry. He maintained that the workshop is aimed at capacitating Ward Development Committee Members and Councilors in order to effectively and efficiently deliver service at the ward level. Chairman Kargbo assured all that the workshop was meant to evaluate the effectiveness of the decentralization structure and the principles of democratic good governance geared towards dealing with concerns such as effective public service delivery as a crucial factor in the pursuit of the socio-economic wellbeing of people at the ward level.
