INVITATION TO PARTICIPATE IN AN ESSAY COMPETITION

The National Commission for Democracy (NCD) was established in 1994.  It draws its legal mandate from the NPRC Decree No. 15 of 1994 and the superseding Act of Parliament No. 3 of 1996. Implicitly, NCD is 20 years in 2014. It wishes to celebrate its 20-year Anniversary to retrospect on where we are coming from and to also reinforce the minds of leaders to reflect on how to:   ‘‘make the Principles of Democratic Good Governance work in Sierra Leone’’.

 

In light of the above, NCD is inviting students from Tertiary Institutions (Higher Learning Institutions) in Sierra Leone to take part in an essay writing competition organised by NCD as it commemorates its 20-Year Anniversary. NCD is cautious of the reality that consolidating 20 Years of active engagement in democracy and governance work is a milestone worthy of reflection. In this regard, undergraduate students from Tertiary institutions across the country are invited to write on any of the below stated issues.

  1. NCD Contribution to Civic Education and Democracy of Sierra Leone: The author should discuss how NCD has contributed to the democratic journey of Sierra Leone since its inception to the current period in 1994. This essay is expected to review the work of NCD since it was created 20 years ago. Attentions must be paid to prospect, challenges and the way forward in the form of recommendations and suggestions to improve on the work of NCD.
  2. The Principles of Democratic Good Governance and Civic Challenges in Sierra Leone: The Author should discuss the prospects and challenges towards the implementation of the Principles of democratic governance and civic issues in Sierra Leone to inform public debate. This essay is expected to retrospect on the political situation of Sierra Leone and to also scan the current political climate to inform future Civic Education programme of NCD. This essay should be written such that it will help to serve as a discussion point involving policy makers and other non-state actors.
  3. The Outbreak of The Ebola Crisis: The Author should discuss the impact of Ebola and the public Health Emergency on the social, political and economic landscape of Sierra Leone. The author should feel free to also provide a broader overview of the Ebola outbreak to neighbouring countries in the Mano River Basin and its social, political and economic implications in Sierra Leone.

Guidelines and Considerations

It is mandatory for participants to adhere to the following guidelines and considerations:

  • Properly referenced every intellectual claim, scholarly researched, well-structured, and thoroughly edited texts with a length of no less than 2000--2500 words.
  • Essays should be based on primary as well as secondary sources.
  • Adopt a case study approach
  • Every case study must include (Prospect, Challenges, lessons learnt and models of best practice; as well as recommendations and suggestions to NCD.

Considerations

Members of the Editorial Committee of NCD, headed by the Chairman Dr. Abubakar Kargbo, will review all submissions to select the best three that will be published in the next NCD magazine. The best three essays will be awarded with the following prize:

(a)    The first Person: Two Million Leones (Le 2,000,000)

(b)   Second Person: One Million Five Hundred Thousand Leones (1,500,000)

(c)    The Third One Million Leone (Le 1,000,000)

Deadline

The competition shall commence on the Monday, December 1, 2014, and the date of submission of all essays is on or before Saturday, January 31, 2015. Essays must be submitted ELECTRONICALLY and in HARD COPY to the following National Commission of Democracy (NCD) addresses across the country:
